The Afghan Interim Authority was created by a group of Afghan factions all opposed to the Taliban in December 2001. It was chaired by Karzai and included a Supreme Court. In 2002, a special council was convened that dissolved the Authority and replaced it with the Transitional Islamic State of Afghanistan for a period of two years, with Karzai as its President. In January 2004, another council meeting approved a new constitution and Karzai was formally elected by the people in October.
