How to stop calls on mobile phone?

My daughter has been daily receiving unsolicited sms on her mobile phone. These calls are being made from an Airtel mobile number. Despite several requests the caller is persisting with his antics. Is there a way out to force him to stop sending sms on my daughter's mobile, or is there any Government agency whom I should contact who can help in this regard. I would grateful if anyone can help in this matter.
