Does wet suit material work out of the water?

I'm looking for some waterproof gloves to wear at work. I need then to be really hard wearing, so i've been looking at kevlar, about 3mm so i can still do mi'job. but i've had conflicting info about wetsuit-ness. if neoprene works by letting in a smidge of water will it work out of water? as you can get neoprene insulating covers for most things. can anyone help?
