How about a return to [Constitutionally required] declarations of war?

The U.S entered the wars (for any war if that matters) for certain reasons. In the nature of the war, there are ONLY 2 types of interests, the PERSONAL interest and the PUBLIC interest. It's the "GIVINGS & TAKES" that lives up to its acronyms "FRIENDS IN BENEFITS...ALLIES IN THEORY...ENEMIES IN CONFLICTS... CONQUERS & DESTROYS (The Plan B)".
